If you're willing to OSRS gold spend less (under 10 million) Then a set of Barrows armor, as well as some nice peripheries (fury even though it's not necessarily the most effective) will give you a lot for your buck. However, there are some very good things that you must purchase. I'm assuming you haven't been around for a while.
The rapier is a bit erratic. A powerful melee weapon with one hand you acquire after you have been dungeoneering for some time it requires at minimum 80 dunges in order to purchase via the dunge rewards system. The most chaotic weapons are the strongest in their category.
Bandos chestplates and tassets. Falling in price, these are the most popular items to buy when you have cash. 12M for one item and 12M for the next. They provide extra strength and prayer reward. I'm no expert on an helm, but if taking on the slayer, you'll want the complete Slayer helm to get its bonus features (likewise Salve amulet if it's relevant) as well as Verac's helm in general.
In terms of boots, you'll prefer dragon. There are more comfortable boots, named "ragefire" I think but I'm not sure you'd like to put your bank on them. For gloves, either barrows gloves from RFD, or perhaps giant gloves from the tower of dominion.
Goliaths require that you have done lots of quests and lots of arcade-style combat an immense tower full of quest bosses. One thing you can pick up when you've caught up on the quests you've been doing I'm guessing. For the ring, there's an extremely nice free ring you can pick up from "A Return to Stone" (I believe that's how buy 2007 runescape gold you'll find in the quest).
